I notice in the other place Kevin has claimed that a post was made by a hydra relating to his $100 donation. For the record, I just did an ip check, and the account's ip address has not been used by any other account on OzChess.
Therefore, it is unlikely to be a hydra.

The organisers are also subsidising delegate travel costs though the amount has not yet been stated.
