at a guess it is when it becomes disruptive in the views of the arbiter. if playing against a known adjuster I would make a mark at every move that he adjusts then after after 4 times report it.
To clarify, I believe the issue is that the compulsive piece adjuster is probably autistic and cannot or is unwilling to change their behaviour.
Is it even really clear what the Arbiter should do?
Disruptive behaviour is after all a very subjective interpretation.

among highly intellectual chess players I would expect them to have more tics and other funny habits that they cannot help much unless on medication.
Perhaps you could question why you have that expectation?

because the intellectual brain is the last to evolve so is still relatively weakish - so the more intellectual the more fragile
